The European Commission said this week that over 60% of migrants arriving in Europe would not qualify for refugee status, and could be send back. Frans Timmermans, First Vice President, used figures of a yet unpublished Frontex report.  Returning migrants that don’t qualify for refugee status has been proven hard so far. Some readmission agreements are not working, for example with Turkey and Pakistan.
